Menores que vivem em periferias, em meios facilitadores do tipo de influência não considerável aceita socialmente, em nenhum país do mundo, ligados a marginalidade, tem como REFERÊNCIAS os grandes marginais que se criam, principalmente, pela mídia.
Esses se tornam os grandes heróis a serem seguidos, principalmente pelo poder que exercem e grande soma de dinheiro que circula dentre os chefões dos tráficos e crimes organizados, muitas vezes com nenhum estudo, mas ganhando fortunas que "doutos nenhum" conseguem ganhar , mesmo tendo estudo e graduações.
Essa é a verdade.
Quando lecionei nas periferias, e lugares considerados impróprios pela sociedade local, e até marginalizados, parava sempre minhas aulas, sem prejuízo para conteúdos, para "falar sobre a vida e escolhas". A cada concurso para militares, eu conversava com meus alunos, incentivava e estimulava, hoje, meus ex-alunos, alguns,são militares federais e estaduais de alto grau hieráquico, outros são vereadores, candiatos a prefeito, e saíram de vilas e lugares não recomendáveis.
Seres humanos maravilhosos e altamente capazes fazem parte desta população periférica, não recomendável por muitos e altamente excluída do mercado de trabalho, sempre ouvia as queixas dos meus alunos em sala de aula.
Quando lecionava, desenvolvi a ideia que, essas referências lançadas por chefes de tráficos e traficantes, deveriam mudar, assim como os lugares de acolhimento que, não tinham como acompanhar adequadamente esses menores quando cometiam infrações e eram recolhidos.
Publiquei várias vezes que o melhor acolhimento deveria ser realizado em quartéis militares, nos quais, esses menores teriam a oportunidade de vislumbrar outra realidade, mudar suas vidas e de toda a família, teriam em meio militar, outra família.
Claro que, com rigor do sistema, mas se sentiriam cuidados, protegidos, estudariam e por certo, se tornariam excelentes militares de carreira.
Alimentação, acolhimento, respeito, disciplina, atenção e cuidado sob orientação.
A realidade destes menores, por certo, seria outra.
Após, esses anos, surgiu a PEC que, ainda não foi votada, mas pela qual eu torço muito e de coração, para transformar lares militares em  lares de acolhimento destes menores, essa PEC, traduz um Projeto que idealizei, mas não tinha competência para realizar, só o Estado e o Governo Federal.
E agora, está lançada a oportunidade que poderá mudar radicalmente e definitivamente essa realidade nacional de violências e insuficiente Segurança Pública.
Os Militares Federais podem resguardar esse tempo, de agora, e se aprovada a PEC, em conjunto com essa vigilância federal, teremos resultados extremamente positivos com criação dos lares militares em quartéis.
Entenda, violência com menores ocorrem no mundo todo, é a GLOBALIZAÇÃO, cada nação em acordo com seus usos e costumes, países onde meninas e meninos são entregues a parceiros sexuais, após matrimônio, por força da lei, enquanto que, no Ocidente, lutamos contra PEDOFILIA, instituiu-se PEDOFILIA legalizada.
Enquanto no Brasil e países latino-americanos, a Maconha, LSD, e outras drogas são proibidas, em países europeus, feiras livres de produtos alimentícios, nova culinária é desenvolvida com a maconha, essa se tornou elemento da culinária internacional.
Enquanto crianças são recrutadas e treinadas para usar armamento pesado em países do Oriente, África e parte da Ásia, temos leis que proíbem porte de arma ao cidadão comum para sua defesa e de sua família.
Violência!
A Globalização não pode tornar a violência, fato "natural" e nem descriminalizar, chamar fatos criminosos e os perpetuar, mas pode, através de analogias, comparações, confrontações e aprendizados, melhorar a vida e consciência humana, despertando, alertando, prevenindo, em relação a fatos criminosos.
A única REFERÊNCIA que desafia o poder das lideranças criminosas, e que podem ajudar a "mudar os ideais destas crianças" e de jovens é a referência MILITAR.
Os olhinhos destas crianças, no Brasil, chegam a brilhar quando vêem soldados, mesmo neste clima de guerra, sei que tem muitas crianças pedindo fotos e batendo continência para os soldados, e marchando pelas ruas, fazendo de conta que são como eles, e estão alí para defender sua família e sua comunidade.
Se os Militares, e o Estado, souberem trabalhar com esse fator altamente positivo, e real, essa será a longo prazo, a solução para Segurança Pública no Brasil, simplesmente por ESTIMULAR as referências positivas às vidas, oportunizando a escolha pela carreira militar em detrimento da carreira marginal.
