Para promover maior sentimento de confiança no Poder Público e de cooperação entre os cidadãos, é necessário ampliar as possibilidades de participação do munícipe, tanto pelas novas mídias, como pelos instrumentos de controle social e pela transparência das ações e programas do Governo Municipal.

O compromisso em manter as conquistas históricas obtidas ao longo dos anos e que levaram Sorocaba ao atual patamar privilegiado, é fundamental. Entretanto, é imprescindível avançar mais com as mudanças indispensáveis para que tenhamos uma sociedade igualitária e com qualidade de vida.

Democratic participation, the ability to articulate partnerships and build consensus, a climate of harmony in society and the prosperous environment that the city lives in must not leave aside our struggle for the challenges of the present and the future of Sorocaba.

In order to promote a greater sense of trust in the Public Power and cooperation between citizens, it is necessary to increase the possibilities of citizen participation, both through new media, instruments of social control and transparency of actions and programs of the Municipal Government.

The commitment to keep the historical achievements obtained over the years and that have led Sorocaba to the current privileged level, is fundamental. However, it is essential to move forward with the changes that are essential for us to have an egalitarian and quality-of-life society.

Esta visão de futuro requer da Prefeitura a superação de desafios, que representam os focos prioritários, relevantes e de elevado potencial de impacto no desenvolvimento de Sorocaba:

A partir destas metas, a Prefeitura determinou cinco diretrizes para o desenvolvimento de políticas públicas abrangentes.

Aperfeiçoamento constante do modelo de gestão pública para promover melhorias contínuas na organização dos processos de trabalho, de modo a prestar cada vez mais e melhores serviços aos cidadãos. Para isso, é necessária a busca de novas metodologias e práticas, ter avanços tecnológicos e maior integração entre as equipes de trabalho para fazer com que o Governo Municipal atue de forma integrada.

Interação com a comunidade

Tendo como conceito que o Governo Municipal é parte da comunidade, o objetivo é a participação da sociedade no planejamento e execução das ações e programas da Prefeitura de Sorocaba. Antes considerados apenas destinatários das políticas públicas implementadas pela Administração Municipal, os cidadãos agora passam a ocupar também a posição de protagonistas no planejamento, formulação e no monitoramento de Políticas Públicas.

Transparência, Moralidade e Impessoalidade

Mais do que preceitos constitucionais, a Prefeitura de Sorocaba deve administrar levando em conta o respeito ao cidadão. A responsabilidade em bem gerir os recursos públicos é fator para evitar deslizes e erros de conduta, otimizando o uso do Orçamento Municipal em benefício da população.

Deste modo, articulam-se quatro Eixos de Desenvolvimento das Políticas Públicas da cidade, conceitos fundamentais para a Administração Municipal fazer de Sorocaba uma cidade cada vez melhor: Cidade Humana e Educadora; Cidade Viva e Bonita; Cidade Moderna e de Oportunidades; e Cidade com Gestão Eficiente.

Main Guidelines

This vision of the future requires the City to overcome challenges, which represent the priority, relevant and high impact potential in the development of Sorocaba:

Transforming society through education, culture and sport;

To live more and with health;

Promote the right to live in dignity and live well;

Develop and diversify the economy, and stimulate innovation;

Increase the possibilities of professional achievement;

Reduce social exclusion and inequalities;

Ensure fundamental rights and promote citizen participation;

Promote and ensure the sustainable use of environmental resources;

Expand and modernize infrastructure and public services;

Increase security and sense of security;

Based on these goals, the City has determined five guidelines for the development of comprehensive public policies.

Innovation

Efficient, Integrated and Agile Management

Continuous improvement of the public management model to promote continuous improvements in the organization of work processes in order to provide more and better services to citizens. For this, it is necessary to search for new methodologies and practices, to have technological advances and greater integration among the work teams to make the Municipal Government act in an integrated way.

Interaction with the community

Having as a concept that the Municipal Government is part of the community, the objective is the participation of society in the planning and execution of actions and programs of the City of Sorocaba. Previously considered only recipients of the public policies implemented by the Municipal Administration, citizens now also occupy the position of protagonists in the planning, formulation and monitoring of Public Policies.

Transparency, Morality and Impersonality

More than constitutional precepts, the City of Sorocaba should administer taking into account respect for the citizen. The responsibility to manage public resources is a factor to avoid slips and errors of conduct, optimizing the use of the Municipal Budget for the benefit of the population.

Thus, four axes of development of public policies of the city are articulated, fundamental concepts for the Municipal Administration to make of Sorocaba an ever better city: Human City and Educator; Cidade Viva e Bonita; Modern City and Opportunities; and City with Efficient Management.

LEI Nº 11.133, DE 25 DE JUNHO DE 2015

Aprova o Plano Municipal de Educação – PME do Município de Sorocaba.

Projeto de Lei nº 130/2015 – autoria do Executivo.

A Câmara Municipal de Sorocaba decreta e eu promulgo a seguinte Lei:

Art. 1º Fica aprovado o Plano Municipal de Educação - PME do Município de Sorocaba, na forma do Anexo desta Lei, em cumprimento ao disposto nas leis federais nº 9.394, de 19 de dezembro de 1996 e nº 13.005, de 25 de junho de 2014, e nas demais legislações vigentes.

Art. 2º O Plano Municipal de Educação - PME terá vigência de 10 anos, período de 2015 a 2025, a contar da data de publicação desta Lei.

Art. 3º São diretrizes gerais do Plano Municipal de Educação - PME, assumidas do Plano Nacional de Educação-PNE as seguintes:

I - erradicação do analfabetismo;

II - universalização do atendimento escolar;

III - superação das desigualdades educacionais, com ênfase na promoção da cidadania e na superação de todas as formas de discriminação;

IV - melhoria da qualidade da educação;

V - formação para o trabalho e para a cidadania, com ênfase nos valores morais e éticos em que se fundamenta a sociedade;

VI - promoção do princípio da gestão democrática da educação pública;

VII - promoção humanística, científica, cultural e tecnológica do País;

VIII - estabelecimento de meta de aplicação de recursos públicos em educação como proporção do Produto Interno Bruto-PIB, que assegure atendimento às necessidades de expansão, com padrão de qualidade e equidade;

IX - valorização dos (as) profissionais da educação;

X - promoção dos princípios do respeito aos direitos humanos, à diversidade e à sustentabilidade socioambiental.

Art. 4º A execução do Plano Municipal de Educação-PME, o cumprimento das metas e estratégias previstas no Anexo desta Lei, estão condicionados às respectivas responsabilidades legais dos sistemas de ensino federal e estadual, em regime de colaboração.

Art. 5º As metas e estratégias previstas no Anexo desta Lei serão objeto de monitoramento contínuo e avaliação a cada 02 (dois) anos, realizados pelas seguintes órgãos:

I- Secretaria Municipal da Educação - SEDU;

II- Comissão Permanente de Educação da Câmara Municipal de Sorocaba;

III- Conselho Municipal da Educação – CME;

IV- Conferência, Plenária ou Fórum Municipal de Educação, a ser constituído nos termos de Decreto expedido pelo Poder Executivo Municipal.

Art. 6º As metas e estratégias previstas no Anexo desta Lei, referentes a níveis e modalidades de ensino que extrapolam a responsabilidade constitucional da Prefeitura de Sorocaba, como as que tratam de ensino superior, ensino médio e da educação profissional em ensino médio e superior, dentre outras, como o Ensino Fundamental a partir do 6º ano deverão ser acompanhadas e fiscalizadas por seus respectivos Entes, Órgãos, Conselhos ou Entidades, em regime de colaboração.

Art. 7º As metas e estratégias previstas no Anexo desta Lei serão cumpridas no prazo de vigência deste PME, desde que não haja prazo inferior definido.

Art. 8º As metas e estratégias prevista no Anexo desta Lei serão revisadas a cada 2 (dois) anos, ao longo do período de vigência deste Plano Municipal da Educação- PME, pelas instâncias legais e aprovada por Lei Municipal.

Art. 9º Os dados gerais do Município, diagnósticos da educação e indicadores serão regulamentados por Decreto expedido pelo Poder Executivo Municipal, no prazo de 120 (cento e vinte dias) contados da publicação desta Lei, devendo ser atualizados sempre que necessário ou no prazo estabelecido no artigo anterior.

Art. 10. As metas e estratégias previstas no Anexo desta Lei serão cumpridas no decorrer de vigência do Plano Municipal de Educação- PME, desde que haja dotação orçamentária disponível e consignada previamente no Plano Plurianual, Lei de Diretrizes Orçamentárias, Lei Orçamentária Anual do Município, e necessariamente as dependentes de suplementação pela União e Estado, em regime de colaboração, também apontadas previamente sua dotação ou Termo de Compromisso.

Art. 11. Esta Lei entra em vigor na data de sua publicação.

Approves the Municipal Education Plan - SME of the Municipality of Sorocaba.

Bill 130/2015 - authored by the Executive.

The Sorocaba City Council decrees and I enact the following Law:

Art. 1 The Municipal Education Plan - SME of the Municipality of Sorocaba is approved, in the form of the Attachment to this Law, in compliance with the provisions of federal laws No. 9,394, of December 19, 1996 and No. 13,005, of June 25, 2014 , and other current legislation.

Art. 2 The Municipal Education Plan - PME will be valid for 10 years, from 2015 to 2025, counting from the date of publication of this Law.

Art. 3 The following are general guidelines of the Municipal Education Plan - PME, assumed by the National Education Plan-PNE:

I - eradicating illiteracy;

II - universal school attendance;

III - overcoming educational inequalities, with an emphasis on promoting citizenship and overcoming all forms of discrimination;

IV - improving the quality of education;

V - training for work and citizenship, with an emphasis on the moral and ethical values on which society is founded;

VI - promoting the principle of democratic management of public education;

VII - humanistic, scientific, cultural and technological promotion in the country;

VIII - establishment of a target for the application of public resources in education as a proportion of the Gross Domestic Product-GDP, which ensures meeting the needs of expansion, with a standard of quality and equity;

IX - valuing education professionals;

X - promoting the principles of respect for human rights, diversity and socio-environmental sustainability.

Art. 4 The execution of the Municipal Education Plan-PME, the fulfillment of the goals and strategies provided for in the Annex to this Law, are conditioned to the respective legal responsibilities of the federal and state education systems, in collaboration.

Art. 5 The goals and strategies provided for in the Annex to this Law will be subject to continuous monitoring and evaluation every 02 (two) years, carried out by the following bodies:

I- Municipal Education Secretariat - SEDU;

II- Permanent Education Commission of the Sorocaba City Council;

III- Municipal Education Council - CME;

IV- Conference, Plenary or Municipal Education Forum, to be constituted under the terms of a Decree issued by the Municipal Executive Branch.

Art. 6 The goals and strategies provided for in the Annex to this Law, referring to levels and modalities of education that go beyond the constitutional responsibility of the Sorocaba City Hall, such as those dealing with higher education, high school and professional education in high school and higher, among others, as elementary school from the 6th year onwards, they must be monitored and supervised by their respective Entities, Bodies, Councils or Entities, in collaboration.

Art. 7 The goals and strategies provided for in the Annex to this Law will be fulfilled within the term of this SME, as long as there is no lower term defined.

Art. 8 The goals and strategies provided for in the Attachment of this Law will be reviewed every 2 (two) years, throughout the period of validity of this Municipal Education Plan - PME, by the legal instances and approved by the Municipal Law.

Art. 9º The general data of the Municipality, education diagnoses and indicators will be regulated by Decree issued by the Municipal Executive Power, within 120 (one hundred and twenty days) counted from the publication of this Law, and should be updated whenever necessary or within the established term in the previous article.

Art. 10. The goals and strategies provided for in the Annex to this Law will be fulfilled during the term of the Municipal Education Plan - PME, provided that there is budget allocation available and previously consigned in the Pluriannual Plan, Budget Guidelines Law, Annual Municipal Budget Law , and necessarily those dependent on supplementation by the Union and the State, in a collaborative regime, also previously indicated their endowment or Commitment Term.

Art. 11. This Law enters into force on the date of its publication.

É a quarta mais populosa do interior de São Paulo (precedida por Campinas, São José dos Campos e Ribeirão Preto) e a mais populosa da região sul paulista, com uma população de 659 871 habitantes, estimada pelo IBGE para 1 de julho de 2017, sendo, portanto, uma capital regional.Possui uma área de 450,38 km².O município está integrado — junto com a Grande São Paulo, a Região Metropolitana de Campinas e a Baixada Santista — ao Complexo Metropolitano Expandido, uma megalópole que ultrapassa os 30 milhões de habitantes (cerca 75% da população paulista) e que é a primeira aglomeração urbana do tipo no hemisfério sul. A Região Metropolitana de Sorocaba é composta por 26 municípios que somam aproximadamente 2,06 milhões de habitantes, sendo a quarta maior do estado, depois da Região Metropolitana de São Paulo, da Região Metropolitana de Campinas e da Região Metropolitana do Vale do Paraíba e Litoral Norte.

Com um projeto de expansão iniciado pelo governo municipal em 1997, a cidade vem passando por diversos projetos de urbanização, tornando-se, hoje, uma das mais desenvolvidas do país. Sorocaba recebeu urbanização de ruas e avenidas, se preparando para o tráfego intenso que recebe diariamente, principalmente de veículos de outras cidades. Considerado o centro financeiro de Sorocaba, o Parque Campolim é um dos bairros mais caros do país, com o valor do metro quadrado superior a oito mil reais, superando cidades como Londrina, Ribeirão Preto e Campinas.Estima-se que cerca de 250 mil carros circulem diariamente pela Avenida Antônio Carlos Cômitre, principal via do bairro.A Região Metropolitana de Sorocaba possui o condomínio mais caro do Brasil e concentra os principais condomínios de luxo do país.

O Aeroporto de Sorocaba, com instalações da Embraer e Gulfstream, é considerado o aeroporto executivo mais movimentado da América do Sul, recebendo mais de 200 voos por dia.

O município conta com cento e seis quilômetros de ciclovias criadas nas avenidas principais da cidade, sendo possível atravessá-la somente utilizando-se bicicletas como meio de transporte. Complementando este projeto, Sorocaba conta desde 2012 com um sistema de bicicletas públicas, denominado Integrabike, semelhante ao das cidades europeias de Barcelona, Lisboa e Paris. Possui a segunda maior malha cicloviária do Brasil, atrás apenas do Rio de Janeiro.

A cidade é um importante polo industrial do estado de São Paulo e do Brasil, sendo que sua produção industrial chega a mais de 120 países, atingindo um PIB acima dos R$ 32 bilhões, o décimo nono maior do país, a frente de capitais como São Luís, Belém, Vitória, Natal e Florianópolis. As principais bases de sua economia são os setores de indústria, comércio e serviços, com mais 22 mil empresas instaladas, sendo mais de duas mil delas indústrias. As áreas produtivas de Sorocaba e Campinas foram as principais responsáveis pela descentralização industrial da região metropolitana de São Paulo entre os anos de 2000 a 2010. A constatação é de um estudo realizado pela Fundação Sistema Estadual de Análise de Dados (Seade), que mostra ainda que o eixo que interliga as duas cidades é responsável por 33,5% do Produto Interno Bruto (PIB) industrial do Estado de São Paulo e 11,2% do nacional. A Região Metropolitana de Sorocaba, com R$ 77,8 bilhões, tem o 8º maior PIB do Brasil, ultrapassando países como República Dominicana, Uruguai e Líbano.

Em 2012 a cidade teve o quinto maior mercado consumidor do interior do país e o segundo do estado, apenas atrás de Campinas, com média de consumo per capita de R$ 19,5 mil por ano. Neste mesmo ano o PIB da cidade cresceu 4,8%, maior que a média nacional, de 2,5%. Em 2015 considerada a 12ª melhor cidade do país para se investir e em 2016 a oitava do país para se empreender. Em 2017 foi eleita a décima melhor cidade do Brasil para viver.

The city is an important industrial center in the state of São Paulo and Brazil, with industrial production reaching more than 120 countries, reaching a GDP above R $ 32 billion, the nineteenth largest in the country, the capital São Luís, Belém, Vitoria, Natal and Florianópolis. A questão educacional está muito difícil em todas as regiões do Brasil.

Inclusive, países de 2º e 3º mundo tem problemas incríveis.

No Chile, salvo engano, há um ou dois anos, os estudantes estavam revoltados porque os mais pobres, não tinham condições e nem emprego e o sistema resultava na condição de impôr que os estudantes mais pobres sustentassem as escolas dos mais ricos".

Não adianta culpar GESTORES.

Há décadas, as reclamações são as mesmas, décadas de governanças e gestores políticos eleitos pelo povo.

Não há diálogo, há bronca.

Não há respeito, há terrorismos e violências.

Não há fala, só gritos e descontrole, quando não se parte para vias de fato.

É a cultura do "medo".

Todos os dias, jovens sendo assaltados, meninas sendo estupradas e mortas a caminho da escola, dentro do ônibus ao voltar pra casa, é uma junção de "fatos e ocorrências" que chegam aos estudantes, jovens, sem que eles tenham a estrutura psicológica adequada ao enfrentamento e o "lidar com as essas realidades", e não existem PSICÓLOGOS EDUCACIONAIS nas escolas da rede pública.

Seria extremamente importante esse acompanhamento dentro das escolas.

Quando o professor não domina a sala de aula é rotulado como "incapaz de lidar com a situação comportamental, está assinado um atestado de incapacidade", é assim que acontece, e esse mesmo profissional da educação terá a obrigação de estabelecer problemas psicológicos aos alunos e realizar devido encaminhamento?

- pais de alunos contra professor;

Quantas mortes ocorreram no Brasil e no Mundo dentro do território escolar?

Essa violência está na aldeia Global, não podemos mais esperar que realidades de portes violentos não cheguem a nosso país, casa, ruas e escolas, até mesmo Igrejas.

Tudo pode ocorrer em Sorocaba ou Berlim, em Araçoiaba ou Paris, em Piedade ou Moscou, foi essa realidade e gama de possibilidades que a tecnologia, satélites e a globalização nos trouxe, e não estou exagerando.

Tenho pesquisado muito, estudado para fazer esse BLOG de Sorocaba.

Filho do ex-prefeito de Sorocaba José Crespo Gonzales, que administrou a cidade no período de 1969 a 1973, José Caldini Crespo foi vereador de sua cidade natal e deputado estadual em São Paulo. Crespo teve seu mandato de prefeito de Sorocaba cassado em 24 de agosto de 2017 e retomou o cargo em 5 de outubro de 2017, após Justiça suspender decreto da Câmara.
