CASO DO PASSARINHO DO FÓRUM VELHO EM SOROCABA

"Hoje, dia 25 de Fevereiro de 2019
Hoje, trabalhando, vendendo picolés na Praça do Fórum antigo, próximo ao lado do ponto de taxi, avistei um pequeno pássaro com uma formação em coroa, na cabeça, e a barriga num amarelo esverdeado.
Ele saltitava em volta de um Senhor que estava sentado no banco e me contou que o pássaro o estava acompanhando a algum tempo, mas não sabia de quem era o pássaro.
Percebi que ele alçava vôos de pequena distância e de um palmo acima do solo, não sabia, não conseguia ou não sabia voar.
A esposa deste Senhor chegou, e tentamos capturar o pássaro.
Por que?
É um pássaro doméstico.
Não tem as defesas que os outros pássaros tem, não iria durar, teria.que ter um acompanhamento e depois ser deixado livre.
Não sabemos como foi parar na praça e não conseguimos pegá-lo.
O casal se foi e comecei a tentar resolver a questão, liguei para Corpo de Bombeiros, 193, expliquei, quem me atendeu, alegou competência do 199.
Liguei 199, alegaram que não era competência deles , e me pediram para os Bombeiros.
Liguei para Bombeiros, e o Cabo Tiago me atendeu a me deu outro telefone para ligar, 1532222484 e 1532028006, fui a um escritório próximo, e solicitei a um jovem que estava sentado no banco que o olhasse, por favor, até meu retorno.
Gentilmente, as funcionárias me auxiliaram, e ligaram no fixo, fui atendida por uma Senhora, Marlene, essa alegou que era competência do Corpo de Bombeiros e do Meio Ambiente, mas que esse último não recolheria o pássaro e me forneceu
mais um telefone, 1532302050.
Voltei para praça para tirar mais fotos do pássaro, quem sabe o publicando, o dono dele não compareceria? Ideia das funcionárias do escritório.
Eu já havia tirado uma foto, voltei para tirar mais fotos, mas ao retornar, o pássaro havia sumido e o jovem, não sabia dizer.
Assim, devemos entender que há total ineficácia nas competências dos órgãos que devem proteger os animais.
Essa é uma realidade de todos os dias, pássaros, aves, animais de todo porte.
QUEM RESPONDE POR ABANDONO???
QUEM RESPONDE POR OMISSÃO?????
